Realization of ELDPA, whether by conversion or resale, requires that face value plus 12 months of unpaid distributions be paid.
Elders could put a special resolution to ELDPA holders to accept a lower payout, but that would likely not be approved and would almost certainly delay plans to resume paying dividends on common stock in FY17.
If I did not already have a boat load of ELDPA, I would certainly be a buyer at the current price.
