I would have to assume that the only reason that they are proceeding is that they are contracted to do it. That yield on cost would be a result of the growth of the development costs since entering into the contracts.
Looks less than appealing at the moment, however given time and the way the leases would be structured, by year 3 everybody will be patting them selves on the back with how smart they were.
