That's the strange thing about the Australian private healthcare system.
In the UK it really is an insurance system.
You pay your premiums, make a claim & then just pay the excess.
No different to car or house insurance.
I spoke to someone once who had a 'Gold standard policy', 'best of the best' but still needed to pay thousands of dollars for the anaesthetist to have an operation!
Self insure & stay in the public system.
