Before condemning a CEO for not getting a contract, it is important to understand what the winning consortium "paid" to get the nod. Here is the link to the Washington Post article on the deal.
Essentially, Ferrovial et al won by offering more to Virginia, including a USD $500 million cheque! ("...the most striking difference in the bids was on the financial side.") Not sure if or in what way Ferrovial was superior technically, but good to monitor that important dimension. Time will tell whether Ferrovial was wise in paying that price for the deal.
