So I find myself asking the same question over and over again - why release such a negative announcement at a time when the market is expecting some positive news after many months without anything? Especially given it is not required by the ASX from a continuous disclosure standpoint (where's the change to substantial holder announcement if so?).

It's either as you've put it - a concerted effort by management to "clear the deck", prior to a major price-sensitive announcement - or alternatively, they're just hopeless and completely unable to read how the market is going to respond to their communications.

I am certainly hoping it is the former.

I believe it is to clear as much air as possible. Put everything out on the table logistically so the market knows who and how many are held, prior to releasing information that could bolster the strength of the register and remove volatility.
