Look Captain obvious you cant enforce anything in a CORRUPT country you can only hope that on the balance of continued bad outcomes for the country the corruption is brought into line somehow.
If the country shows flagrant disregard for local and international rules of law then it will have very few options. It may find another corrupt investor but then it needs someone to buy into the corrupt supply chain which will become interesting. Say it makes its way into China EV's other signatories could ban the vehicles.
Who knows.
