I think you will find the other companies are moving on market sentiment based on oil price as they are oil producers and or explorers . ICN on the other hand has a dormant gas asset that may not be developed . The cash is good only if it can be replenished. In ICN case a lot more than current cash will be needed to move things forward and I think this is the problem . All the other shale explorers ( bPT , DLS , SXY ) have good revenue flows . ICN does not .
