I may be completely misunderstanding but are MOUs designed to take into account what each party believes should happen in the future with an understanding of the most probable happenings between the date of signing and the date of completion? Should AVZ and the DRC sign one I believe very few details in the short term to its fruition would not already be known and understood. This must be a positive in regards to it being executed would it not?
