have a look at the other announcement from this morning (proposed issue of securities). This sets out the terms of the SPP.
As i said above, if the offer is oversubscribed your allocation will be pared back on a pro rata basis. So no, you are not guaranteed an allocation of $30K.
Its pretty difficult to speculate but given they are only looking to raise $2M i would say there is a fair chance it is oversubscribed.
