The fact if the matter is that IDT has brought idled capacity to "ready status" and is being paid by the Federal Government to keep this capacity on standby. To build a similar plant from new (i.e. greenfields) would cost between $200m-$250m in todays dollars (so I've read) ant it's insanity to duplicate infrastructure costing this much that already exists on standby. There's a lot of politics going on here and unfortunately things are taking longer than expected and the stock's lost momentum as "big" news has dried up. However, at least from where I sit, the story hasn't changed, just more noise and a delay.

On the flip side to be a bit balanced, never underestimate the stupidity and greed politicians to waste taxpayers funds for their own benefit.
