This has be ongoing for at least 4 years between the Ministry and Tancoal. As new mining investment has dried up they are looking at all avenues for a claim against operators. Tancoal's argument is clear cut - the sale point is ex-stockpile. The Mining Ministry should be talking to the Roads Ministry to recover from the haulage companies who are very profitable in Tanzania.
