I think a definite hurdle for the offer, if the generally unhappy tone is widespread across all of us retail, is the fact that the percentage shares of Top 20 is very low, only 21.5%:

And the percentage of small investors is very high, at least 40%, could be a lot higher 50-60%.

Despite the Board endorsement, a no vote may have a chance. Where that leads to is anyone's guess?
