Brewster, timeline blowouts occur often in the spec space and when they do occur they invariably have
an adverse impact on the SP. Over optimistic timeline target blowouts (and we've had our fair share of them)
are sometimes the result of unforeseen sircumstances that can occur along the way.

Unfortunately, these timeline blowouts are sometimes used unfairly to draw false or tenuous linkages to
management incompetence or lies. Sure, there is the theoretical possibility that management incompetence
or wilful neglect is the reason behind the timeline blowouts...but I really struggle to give this any credibility.
