i don't believe anywhere in print has 4DS said that. They have indicated the reliance on the Infineon design to unlock the unique area based characteristics of 4DS memory, but it was not tied to PL6 - it was after PL6.
It is an important distinction as you are suggesting that PL6 cannot succeed until the Infineon controller is built, which is factually incorrect.
