As a build, the shelf hasn't been used but the CR has been initiated. Is there any chance the shelf is for an already established but not announced partner and the CR is for loyalists to build positions prior to this taking place. Seems preposterous when you say it out loud but has anything of the sort ever happened before? Or are they going to try to raise more in the states using the shelf? Or is it now redundant as its eclipsed by the raise? I just cannot understand why they would take such and action just prior to the raise.
