I hear your interpretation, but would argue that it is not what the announcement states.
To me it reads:
If all Eligible Shareholders subscribed for $15,000 worth, A$10m would be raised.
As shareholders are "entitled to up to $15,000 worth" some may apply for lesser amounts, thus IMM would raise "up to $10m.
The announcement does not state shareholders may "apply for up to $15,000" - it states we are entitled to $15,000 worth.
Any English Professors out there?
