Crap ledgers. Power company's or something where they can argue usage or bills putting claims into court to argue.
Legislative changes also possible.
CCP was the highest bidder for it, next nearest offer may have been 20% lower knowing the risk.
These guys are the best at this so will work it out and learn hopefully.
