His assumption is based on there being very little fine gold in the feed. A horrible assumption given the whole plant was originally designed under that assumption and that is a main contributor to the poor performance. If everything was "nuggety" they wouldn't need to look into a CIL.
To be blunt, sounds like they are trying change for the sake of change.
