Yes this seems pretty clear to me. I’ve been operating under the assumption that what you apply for (up to $30k) you will get.
Personally as a holder of a modest amount, I plan on selling my holding (at a small loss), and buying back at least the same amount through the SPP. It will end up being more shares probably. So you’re getting he options as a bonus.
Only downside to this I see is resetting the CGT clock but that might not be an issue at this point, given it seems we have a way to go with this company.
If I’ve read the notice wrong, I’m sure there’s still going to be an opportunity to buy any shortfall on market at lowish prices.
