I'm reading it as per your suggestion - that they are on the edge or already doing it. LC's ear-to-ear grin reinforced that thought. I assume she is unable to elaborate at this stage, but there is good news coming in due course.
That said, of course I could be wrong, and perhaps brighter folk than me will better understand the issues surrounding that lack of info.
