looking at the original announcement I believe that they acquired the lease to the facility - if that is the asset now being sold and with a manufacturing agreement for the future then this was some clever deal making. Looks like we couldn't get the Azer without also dealing in the plant so I wonder if this was part of the plan? Nothing like this just happens as if they tripped over it. It's all planned.
