You know you can pick up the phone and ask him yourself right? I have always found Brian to be fairly accessible and not dismissive of shareholders.
My response would be:
1) I don't think this goes with the philosophy of the JV or the Cuban Government who don't exactly have funds to throw around. The idea is to bring in foreign investment... otherwise they would have done it all themselves from the start.
2) I would think the other party is not willing to be named at this point in time and that is why. Otherwise it makes sense to announce something as you have said.
