I just followed the instructions at https://contact.commsec.com.au/app/answers/detail/a_id/275.
If the Commsec account is in the same name and address as the Issuer sponsored BYE shares, the transfer is free. If they are in different names, my understanding is that it becomes an off-market transfer and fees are then charged.
