@bluegouldian tender process isn't based simply on who cuts a bigger cheque.
ICG will argue that the new tenements border Riqueza and that by having all 6 adjoining they essentially form one larger block.
At worst case ICG are still going to win 2 new concessions and have Anglo right on their doorstep.
At best ICG will win all 6 concessions - doubling the size of their landholding.
Either way you cut it ICG can't lose.
