Much importance here is placed on titles.
Over many years of employing people, and being employed myself, I can tell you that just giving someone a fancy title does not make them any good at a job.
I would back an experienced, competent, enthusiastic, practical person against anyone else to get the job done and to make the best decisions.
The fancier the title the more chance of disappointment is what I have found.
