I think you might consider that customers are very busy fighting their battles with bows and arrows (Flash memory) and do not have time or resources to allocate on learning how to fire a gun (ReRAM).
Also, if they use a small geometry, they may now have the task of designing an SoC that includes a ReRAM memory module to replace a current chip that uses a quite separate Flash module because Flash cannot be scaled down to the geometry of the other components. Engineering a combined SoC takes time and is not cheap. WBT can help with that.
