No one gonna stop you, but there is check point at each border between districts to advice you if you aren't living in that district and please return back to your own district, the cases here aren't as bad as the news say, probably bad in Wuhan, I have a mate living there that she didn't wanna get on the flight back to the States. It is inconvenient for expats in Wuhan due to restriction of public transport. But in Shanghai and other cities around Shanghai is okay, buses are still running as per usual, didi is still running, I still can get my coffee everyday that is all my concern is. No coffee = headache time! Cities in Shanghai and around that they are doing precautionary act to control the virus, not many cases around here. Family Mart never shut for a single day, and it is 24/7
