It states in black and white that all ECT obligations need to be met before the signing. Therefore your statement I doubt funds will be required until after signing so hopefully that answers the why would anyone pay their ELF question. Does not answer my question at all. Why would anyone throw more at this when there is no assurance that they will proceed? We are getting strung along whichever way you want look at it.
