I think you are missing the point a bit, the most recent announcement states that the immediate next steps include freezing the RCA, it is not "frozen" yet. The issue of the bond is overstated, going back through the q&a, the requirement of the bond was well known by ECT, and would be further advanced than most assume. As the timeline indicates, we should expect confirmation very shortly that both NLC and NMDC have agreed to finalise the terms of the RCA (or otherwise).
