The punters really are hopeless. Progressing to the next stage but the 'RCA' is 'frozen'.
How exactly are they going to 'incentivise' the ELF? They have to give the long suffering chaps in it some incentive.
The incentive can't be money because that's what the punters are trying to get.
The incentive can't be products because the punters have no products.
The incentive can only be something that they would have otherwise squeezed out of people.
IMO it's either lowering the price of interest, or lowering the price of something else they are owed. Basically I think it'll be getting money from the ELF borrowers for otherwise less money than they would have got if the scheme completed in whatever year it was ending.
Again, truly hopeless.
