As an analogy; if you were an ice cream supplier and received milk from China, and wanted to exit this arrangement. You would need to know your new supplier (ARU) is 100% locked away prior to letting China know that they are about to get the boot…otherwise China will find a new purchaser for their milk today, and your ice cream business goes under.
