I do know it won't be up to the owners of the pipeline.
After construction of a pipeline all the NDT data, that's my department and the hydro testing information (any high pressure pipeline is hydro tested, filled with water and brought to 150% of max operating pressure and held there for 24 hours. this proves the integrity of the pipe, welds, fittings to have no leakage).
This along with how the pipeline is to be operated, what it will transport and much more goes to the government regulatory board and they then grant a license to use the pipeline. If there are any changes to this approved procedure the owners have to go back to the same board that licensed the pipeline and apply for an amendment.
