Hmm... imo:
'Struggling' - yes it is probably a challenge, and if it involves china, even more so. I can't imagine the BS involved in getting things happening in china
'need extra help' - well, yes, a growing /changing organisation requires new people to take on a range of new roles that didn't previously exist.
'dropping the ball' - seems unlikely, more like having more players on the field to move the ball around more easily?
Personally I haven't seen anything to make me think things are not happening as on schedule as they should be, given current situation (restrictions).
