It looks like to me that they are reorganizing the deck chairs and moving shares from rule 7.1 which allows 15% to be issues with out share holder approval, to rule 7.1A which allows a further 10% on share holder approval.

Look at 29 Oct 7.1 and the new Dec 7.1
They clearly issued share in Oct under 7.1 (9m) that they could not!
