Why has there never been an announcement specifically aimed at encouraging retail before?
To me this reads as:
"Dear Retail, we've never really given a flying f**k about you before but now we're really skint so pllleeeeeaaaase pour some more of your money into this because developing medication is our secondary function as a business - insider trading is what we do best. And it's hard to make more money if you're running out of suckers.

Personally I'm sticking by my plan to buy at .2 or lower, or never again...
