    Most people don't place their orders buy or sell at prices out of the market and sit there forever.
    Listing your intent is actually counter intuitive.
    If you are a buyer why put a buy order at any price in advance out of the market showing support and the opposite if you are a seller.
    Therefore constantly looking at the listed orders has no value.
