I think the 13% were against the payment being made in scrip, not against the payment itself.
It looks like the guidance earnings for 2021 are ballpark $420 mill which indicates a P/E around 8. I personally think this is on the low side given exposure to some nice growth sectors but it may also be factoring in some capex going fwd.
