Is management buying stock a positive sign. Ken Lay of Enron fame made it widely known that he was buying stock, and he was buying stock just as he was selling more. If a company is a scam I would expect management to buy that's why they call it a confidence trick. Management buying or selling means nothing. It's reassuring, but any good fraudster will always look for ways to reassure you.
As Ken Lay said to his employees buy the stock get your friends and family to buy the stock I am.
