Usually at listed companies, a select group of individuals that are considered to be privileged to sensitive information are restricted to when they can trade company shares. This is often referred to as a share trading window. In her role, she is likely one of these individuals - and therefore can only purchase/sell at certain times (unless she sets up a purchase or sale plan well in advance of the date she wishes to sell/purchase).

She is likely outside the trading window and restricted at the moment and would not have had enough lead time to set up a purchase plan. Thus no shares.
