Sorry - but no she can't. If she's aware or should be aware of sensitive/material information - she can't act on it. Regardless of whether or not that action is required to be disclosed to the market.

The change of director's interest is merely a disclosure to the market that a director has purchased or sold shares. This is required bc the act of a director buying or selling is material in and of itself, and therefore needs to be disclosed to the market. This disclosure doesn't allow them to do it - it merely states that they have.
