That's because if you claim the vax to be a cure the onus of prof is much greater then if you claim that it merely treats the symptoms. This way the vax can be on the shelf by 2019 / 2020. If they claim it to be a cure the procedure would be much longer as they would have to back up the claim that it clears the virus from the body completely.
