From yesterdays announcement he has "cash settled equity...

From yesterdays announcement he has "cash settled equity derivatives in a further 8.66%", net shorts on shortman was 9.25%, so does that mean there is only 0.59% of other shares shorters are lending to other people ?

I assume someone has to be lending him the shares for that 8.66 somehow, but are those people considered 'shorters' from ASIC (and shortmans) point of view ?
