Confidence in what?
It's apparent it's simply a formula they use to determine the strike price of newly issued options, as it's an obscure price of $0.7293.
It's good that it's in tranches and not in one lump issuance, as I'm sure holders are expecting a share price far more north of $0.72 in 3 years. One lump issue of options means she could easily convert and sell 600,000 shares on market in one hit, should the price be far higher in that time.
