It is too early to say so.
The major difference between SRK and SDL is that, here the railway is built by Peru government, not by SRK. SRK is just an user of the railway. Therefore, the capital cost for SRK to develop Apurimac is much smaller than the previous estimation (will be updated).
When PE goes as planned, plus sales from small mining in Peru, SRK's MC will rise and the capital cost for Apurimac will be within SRK's reach.
