Not 100% certain and happy to be corrected but mining license application submitted in june. Three months to process and if application submitted early june, it could be issued by august.
Application made later in june and the 3 month window could still be open in september.
Not holding the coy to obtaining license by aug 31...but accepting it could be a tad later....but not too much later.
