Indicates a long battle with regulatories and the increase legal cost that eml will incur. But not sure why eml should wear the cost when it was done by the previous owner.
EML will need to win 10 more of these government card contracts to put to the safe guard account.
increase costs are never good but its been announced and investors can clearly see what they're investing into.
