Won't necessarily get all the money back, because (as noted) its from dormant accounts. The account holder may realize they have that old gift card in their bottom drawer and spend the money. But in all likelihood this will be the except, not the rule, and we should get the vast majority of it back.

We also don't know whether this relates directly to the CBI investigation or any of the issues being addressed there, but it seems very likely that these are somehow related. My initial reaction was that this is a positive in so far as if this is the same or part of the CBI issue then it is a relatively straightforward remediation. But without that detail on the CBI investigation it's all speculation.
