It's a trade off of input costs vs running costs.

The feasibility will be able to determine if
zero cost land,
simple buildings (It's a mozza the local council building regulations are pretty straight fwd),
relocation of hardware and
fly in-fly out boffins and
low variable cost
low T&D cost electricity

is cheaper than

Capital city cost land,
Suburban buildings (Have you seen you local council building regulations recently), and
Boffins with Commodores at
$45 variable cost
$85 T&D cost electricity.

I will be interested to see the answer.

After all, they fly miners, cooks and machine operators into Olympic Dam do dig up red sand.
