It's not even announcing the sign up, this was previously announced if you bothered to read. It's announcing the successful adoption with Thorp, as well as further information which is significant this early in the piece.
There's far worse speculative stocks than this, at least "punters" can see and understand the product. At ~$4.5mil market cap, with a clean balance sheet, not exactly a lot of down side wiggle room.
