    re: Ann: Institutional Placement and Proposed... Some may view this as a plus as lowers debt and frees up divvy payouts. Also makes it more attractive as a takeover target. Perhaps some large contracts have also been inked behind the scenes, who knows.

    Once shares are issued it may drop back a touch.
